Earlier this month, the Department of Justice announced that it had indicted the Chesapeake Regional Medical Center (CRMC) with healthcare fraud and conspiracy in relation to unnecessary gynecological and other procedures performed by one of its employed physicians.

According to the indictment, CRMC hired Dr. Javaid Perwaiz despite knowing that his privileges had been terminated at another hospital for performing unnecessary surgeries and that he had been convicted of prior felonies in the mid-1990s.

Perwaiz was convicted in 2020 of performing medically unnecessary hysterectomies and other gynecological procedures at the hospital, as well as inducing pregnant women early without any basis, “contrary to medical necessity and the standard of care.”  The DOJ alleges that CRMC knew of these issues, but allowed them to continue and continued billing for them.  The government also alleges that CRMC knew that Perwaiz misclassified inpatient surgeries as outpatient in order to increase revenue, and also knew that Perwaiz “performed sterilizations on Medicaid patients at CRMC without valid consent forms.”
