A key piece of Westside history is being reimagined as affordable housing under a zoning that supports higher density and mixed-income living.

At 239 West Lake Avenue, the former Waluhaje Hotel and Apartments—a 1951 landmark once serving Black travelers and musicians during segregation—is being converted into Heritage Village at West Lake, a 102-unit multifamily project.

Developers Columbia Residential and Quest Community Development are adapting the 7-acre site, located in an RG-3 (General Residential) zoning district within the West Lake MARTA Station LCI Overlay, which encourages walkable, transit-connected redevelopment.

The project includes a five-story residential building with on-site supportive services, a health clinic, and job readiness programming. Twenty-four units are reserved for young adults aging out of foster care.

Vacant since the Atlanta Job Corps closure in 2017, the site is now positioned to deliver deeply affordable housing while preserving a meaningful piece of Atlanta’s civil rights-era fabric.
