The DOJ announced that brothers Raad Kouza and Ramis Kouza were convicted by a federal jury of conspiracy to commit health care fraud and wire fraud. The brothers now face over 20 years in prison for a $15 million insurance fraud scheme.

According to evidence presented at trial, Raad Kouza was a pharmacist who owned and operated three pharmacies in Michigan— Colosseum, Inc. d/b/a ER Drugs, Seaway Pharmacy, and NRK Rx, Inc. d/b/a Food Town Drugs. Raad Kouza’s brother, Ramis Kouza, was the manager at ER Drugs. The evidence showed that the brothers fraudulently billed Medicare, Medicaid, and Blue Cross Blue Shield of Michigan for prescriptions never dispensed at their pharmacies between 2010 and 2019. The fraudulent prescriptions ranged from cholesterol medication to  asthma inhalants. The brothers’ scheme resulted in a $15 million loss to the foregoing entities. In addition to the conspiracy count, Raad Kouza was also convicted of health care  fraud and can be sentence to a maximum of 10 years. The brothers now await sentencing by the Honorable Gershwin A. Drain. Judge Drain will consider the U.S. Sentencing Guidelines in determining sentences for the brothers.
